Step 1: Identify Your Business Activity
First, decide what type of business you want to start. It could be one of these:

Step 2: Determine Your Company’s Legal Structure
Next, choose the legal structure of your company. This means deciding what kind of company it will be. Here are your options:
- Sole Establishment
- Branch of a GCC Company
- Civil Company
- Branch of a Local Company
- Limited Liability Company (LLC)
- Holding Company
- Public Joint Stock Company

Step 3: Register the Trade Name

The UAE Government needs to approve your business idea. Initial approval means they have no objection to your plan, but you still can’t start running the business yet.
Step 5: Create a Memorandum of Association (MOA)
If your company is a civil company, LLC, public shareholding company, or private shareholding company, you will need a Memorandum of Association (MOA). If it’s a sole proprietorship, you’ll need a local service agent agreement (LSA).
Step 6: Get a Physical Office Address
Every business in Dubai needs a physical office or warehouse. Your location must follow the rules set by the Department of Economic Development (DED) and local zoning laws. In Dubai, you’ll also need to register your tenancy contract on the Ejari portal.
Step 7: Obtain Additional Approvals
Some businesses need extra approvals from government entities. For example, if you're opening a restaurant, you’ll need approval from Dubai Municipality and Dubai Civil Defence.
Step 8: Submit Your Documents
Now it’s time to submit the required documents:
- Initial approval receipt
- Lease contract for the office
- MOA or LSA
